CERHA HEMPEL has joined forces with Codara, an AI start-up based in Vienna, to develop an AI-powered regulatory monitoring tool that can continuously monitor relevant legal sources – from RIS and Findok to EUR-Lex databases. The system is able to process over 1,000 legal documents per week and uses AI models specially trained on legal texts to minimise hallucinations and ensure maximum accuracy.

Following amendments made to the Rules on the Implementation of the Investment Promotion Act (the “IPA Rules”) in July 2025, the national screening mechanism for foreign direct investments (“FDI Screening”), which was introduced by an amendment to the Investment Promotion Act in March 2024, became applicable in Bulgaria.
