In its much-awaited and prominent decision of 5 July 2024, the Higher Regional Court of Vienna upheld the appeal of the Republic of Austria and refused to confirm the restructuring plan of SIGNA Prime Selection AG (“SIGNA Prime”) in the appeal proceedings.

A new Construction Act
A new Construction Act came into force on 1 January 2024, introducing new concepts and procedures for the construction industry. The approved Construction Act as amended introduces one joint procedure for building permits and is expected to speed up the process for obtaining a permit and digitalize the entire construction procedure.
HUNGARY
Cybersecurity Obligations: Various Requirements under the Newly Adopted Cybersecurity Act
The Hungarian Parliament adopted Act XXIII of 2023 on the Rules of Cybersecurity Certification and Cybersecurity Surveillance (“Cybersecurity Act”), which is designed to transpose the NIS2 Directive [Directive (EU) 2022/2555 – Network and Information Systems Directive 2] into Hungarian law.
ROMANIA
Adoption of Law no. 121/2024 on offshore wind energy
Law no 121/2024 on offshore wind energy (Law 121/2024) was published in the Official Gazette of Romania, Part I, No. 421 on 8 May 2024 and will enter into force 30 days after its publication. Law 121/2024 provides the general framework necessary for the implementation of offshore wind energy projects in Romania.

Adoption of the Act on Worker Participation in Decision-Making in Cross-Border Mergers, Cross-Border Divisions, and Cross-Border Conversions of Capital Companies
The Act on Worker Participation in Decision-Making in Cross-Border Mergers, Cross-Border Divisions, and Cross-Border Conversions of Capital Companies (Official Gazette of the Republic of Slovenia, No. 32/24, hereinafter "the Act") was enacted on 2 April 2024. This piece of legislation implements certain provisions of Directive (EU) 2017/1132 of 14 June 2017, as amended by the "Mobility Directive" (Directive (EU) 2019/2121).
